This page is intended to provide a quick reference to information as it relates to the Commercial Transport of Equines to Slaughter regulation. The current regulation is linked below along with highlighted subsections of the most frequent infractions. If you recognize an issue that needs to be investigated, please use the USDA/APHIS link to report it. This regulation not only applies to transport to a slaughter facility, but also covers horses in transit - including holding pens, feedlots, layover stations, and even auctions.
Stallions, including aggressive horses, must be separated from every other horse during transport, including each other. These horses are to have no contact with any other horse on the trailer.
It is illegal to transport blind horses to slaughter. This includes shipping to a slaughter facility directly as well as any place that assembles horses for such fate - kill pens, feedlots, stockyards, layover and sorting facilities, and auctions.
To qualify for commercial transport, the horse must be able to bear weight on all four limbs and walk unassisted.
